Union Finance Minister Nirmala Sitharaman has announced an amalgamation of 10 public sector banks into four banks. After the amalgamation, the total number of Public Sector Banks in the country will come down to 12 from 27 banks. Punjab National Bank, Oriental Bank of Commerce and United Bank of India to be merged into one single bank, with business of Rs 7.95 trillion to make India’s 2nd largest bank.

Archaeological Survey of India (ASI) announced that a rural settlement had thrived at Bharati Huda in Jalalpur village in Odisha’s Cuttack district, about 3600 years ago.

India is planning to launch its first Human Genome Mapping Project. The project involves scanning of 20,000 Indian genomes (in the next five years) to develop diagnostic tests and effective therapies for treating diseases such as cancer.

Researchers from University of Warsaw released the most detailed three-dimensional map of the Milky Way. It has revealed that the Milky Way galaxy is not a flat disc but has a warped shape like a fascinator.

United States (US) Food and Drug Administration (FDA) has approved new drug-Pretomanid for treating drug resistant strain of Tuberculosis (TB). Pretomanid is novel compound developed by New York-based non-profit organisation TB Alliance.

NASA’s Transiting Exoplanet Survey Satellite (TESS) mission has discovered GJ 357 d, a super-Earth planet located 31 light years away from our own solar system. Researchers claim that it is the first nearby “super-Earth” planet that could possibly support life as it orbit within its star’s “habitable zone or Goldilocks Zone”.

According to recent study published in Threatened Taxa, tigers face glooming threat from Canine Distemper Virus (CDV) transmitted from CDV-infected dogs living in and around wildlife sanctuaries.

A recent research paper has claimed that majority of Indus Valley inscriptions were written logographically (by using word signs) and not by using phonograms (speech sounds units). This paper titled Interrogating Indus inscription to unravel their mechanism of meaning conveyance was published in Palgrave Communications, a Nature group journal. Fiscal stimulus packages announced by FM

FISCAL STIMULUS PACKAGE

By Finance Minister Nirmala Sitharaman to address the ongoing economic crisis in India

Finance Minister Nirmala Sitharaman has been announcing a slew of measures since August 23 to reverse economic slowdown and revive economic growth by reviewing sector-specific solutions and targets.

MSME SECTOR

Main objective is to bring transparency and sort out liquidity deficiency in MSME Sector.

  1. All pending GST refunds to MSMEs will be sorted out within 30 days.
  2. All future GST refund issues will be sorted out within 60 days.
  3. Banks to issue One-time settlement plans for MSMEs.
  4. Recommendations of U K Sinha Committee regarding ease of credit, marketing, technology and delayed payments related challenges being faced by the MSME sector will be taken within 30 days.
  5. Banks will issue improved (one-time settlement) OTS policy to help MSME and retail borrowers settle their overdue.
  6. The RBI panel called for a Rs 5,000-crore stressed asset fund for MSMEs.
  7. Amendment to the MSME Act to move towards a single definition.

AUTOMOBILE SECTOR

  1. Additional 15% depreciation on vehicles.
  2. Deferment of one-time registration fee.
  3. Both Electric Vehicles (EVs) and Internal Combustion Vehicles (ICVs) will continued to be registered
  4. Lifting ban on the purchase of vehicles by government departments.
  5. The launch of a scrapping policy for old vehicles.
  6. BS-IV vehicles will remain operational for the entire period of registration if purchased on or before March 31, 2020.

EXPORT SECTOR & FOREIGN INVESTMENT

Main objective is to increase credit flow in export sector and boost foreign investment.

  1. Launch of a special free trade agreement (FTA) utilization mission.
  2. The new tax refund scheme, Remission of Duties or Taxes on Export Product (RoDTEP), will replace the current Merchandise Exports from India Scheme (MEIS) on January 1, 2020.
  3. Priority sector status to exports by RBI to improve credit flow to the export sector.
  4. Constitution of inter-ministerial working group to see flow of finance in the export sector to find out where funds are clogged up.
  5. Annual Mega Festival from March, 2020, creating a mechanism to help exporters use free trade agreements to their advantage.
  6. Setting up of a working group on standards and enabling the handicraft industry to use e-commerce to boost their exports.
  7. Easing FDI rules in Single-brand retail & FDI Automatic Route in Contract Manufacturing and mining to encourage foreign investment.

HOUSING & REAL ESTATE

To boost housing & infra sector.

  1. Setting up of Category – II 'Alternative Investment Fund (AIF)’ of Rs 30,000 crore for ongoing housing projects out of which NHB will raised Rs. 20,000 crore.
  2. Interest rate on housing building advance will be lowered and linked to the 10-year G-sec yields.
  3. External commercial borrowing (ECB) guidelines will also be relaxed to help housing developers obtain overseas funds.

TAXATION MEASURE

Relaxation in taxation measure to encourage more investment; to gain the trust of corporate sector and to shed off the tag of ‘Tax Terrorism’.

  1. Rollback of the enhanced surcharge on long and short term capital gains.
  2. Withdrawal of 'Angel Tax' provisions for start-ups and FPIs.
  3. A dedicated cell at CBDT to address the tax problems of startups.
  4. Reduction in Corporate Tax rate from 30 per cent earlier to 22 per cent now. Inclusive of surcharge and education cess, the effective tax rate is down from 34.94 per cent to 25.17 per cent.
  5. The effective tax rate for new manufacturing firms will be 17.01% inclusive of surcharge and tax. This benefit is available to companies which do not avail any exemption/incentive and commences their production on or before 31st March, 2023. Also, such companies will not be required to pay Minimum Alternate Tax.
  6. Minimum Alternate Tax (MAT) also has been reduced from existing 18.5% to 15%.
  7. Reduction of GST returns and simplified forms soon and refund process is getting automatic.
  8. Introduction of fully automated electronic refund route for input-tax credits on the goods and services tax (GST).
  9. Revision of rate of GST on various goods & services at 37th GST Council Meeting.
  10. Faceless tax scrutiny from Vijay Dashami
  11. Pre-filing of income-tax to become a reality soon
  12. Risk-based approach is taken in dealing with tax payers
  13. Random tax assessment only in certain cases and Physical tax assessment only in random cases.
  14.  Issue of I-T orders, notices, summons etc. now shall go through a centralized system
  15. Violation of Corporate Social Responsibility (CSR) obligations would not be treated as a criminal offence and only as a civil liability.

BANKING SECTOR

To enhance credit growth and correct the credit system in order to avoid NPAs.

  1. Consolidation of 10 PSBs into four.
  2. Priority sector status to exports by RBI.
  3. Upfront disbursement of Rs 70,000 crore to recapitalize banks.
  4. The Reserve Bank of India (RBI) strengthened the government's ability to front-load public expenditure by handing over Rs 1.76 lakh crore as dividends and transfer of surplus reserves.
  5. Launching of external benchmark-linked/Repo-linked loan products. This will result in reduced EMI for housing loans, vehicles and other retail loans
  6. Simplification of KYC procedure for opening a Demat Account.
  7. Banks to issue improved, transparent processes for one-time loan settlementsBanks decided to transmit to the public any MCLR (Marginal Cost of Funds based Lending Rate) rate cut in full.

The Parliament passed The Special Economic Zones (Amendment) Bill, 2019 which became the first legislation to be passed by the newly constituted 17th Lok Sabha.

Jal Shakti Abhiyan launched by the Central Government to create awareness on benefits of water conservation.

The Government of Uttar Pradesh launched “Dastak Campaign” to eradicate deadly Acute Encephalitis Syndrome (AES) and Japanese Encephalitis (JE) disease.

The Ministry of Home Affairs (MHA) has declared the entire state of Nagaland as “disturbed area” for six more months, with effect from June 30, 2019, till December 31, 2019, under the powers conferred by Section 3 of the Armed Forces (Special Powers) Act, 1958 (AFSPA).

The Unique Identification Authority of India (UIDAI) has operationalised the first Aadhaar Seva Kendra (ASK) in Delhi and Vijayawada.

(CCIL) was set up in April, 2001 to provide guaranteed clearing and settlement functions for transactions in Money, G-Secs and Foreign Exchange and Derivative markets. The Clearing Corporation plays the key role of a Central CounterParty (CCP) in the government securities, forex exchange.

On June 6, 2019, The Reserve Bank of India (RBI) relaxed the Leverage Ratio (LR) for Domestic Systemically Important Banks (D-SIBs) to 4% and for other banks to 3.5%. This is done to help them in order to expand their lending activities.

  • What is a ‘leverage ratio’ for banks?
  • The Basel Committee on Banking Supervision (BCBS) introduced a leverage ratio in the 2010 Basel III package of reforms. The leverage ratio is defined as the capital measure divided by the exposure measure, expressed as a percentage. The capital measure is tier 1 capital and the exposure measure includes bank’s consolidated assets, derivative exposure, commitments to provide loans to third parties, standby letters of credit, acceptances, and trade letters of credit etc.
  • What is a Domestic Systemically Important Bank (D-SIB)?
  • D-SIB means that the bank is too big to fail. According to the RBI, some banks become systemically important due to their size, cross-jurisdictional activities, complexity and lack of substitute and interconnection. Banks whose assets exceed 2% of GDP are considered part of this group. The RBI stated that should such a bank fail, there would be significant disruption to the essential services they provide to the banking system and the overall economy. At present in India there are three D-SIBs. State Bank of India, HDFC Bank, ICICI Bank.

Background: It was in May 2018 when for the first time India was placed by US in its currency monitoring list of countries with potentially questionable foreign exchange policies, and because India had a bilateral trade surplus with US, which crossed country’s maximum limit of $20 billion. Other five other countries along with India included Japan, China, Switzerland, Germany and South Korea. 1. The Cabinet Committee on Economic Affairs (CCEA) has approved continuation of Prime Minister’s Employment Generation Programme (PMEGP) beyond 12th Plan for 3 years from 2017-18 to 2019-20. PMEGP is major credit-linked subsidy programme being implemented by Ministry of MSME since 2008-09.
